Programme

As a faction we have set out our aims and objectives including that we put the interests of PCS members first. We believe that it is in the collective interests of members to argue for a common programme of demands through PCS structures and then to implement those demands using the industrial strength of PCS.

We agree the following as a starting point for our programme:

Fair and Competitive Pay

  • A consolidated 10% pay rise for 2022/23 and an above-inflation pay rise for 2023/24;
  • All pay rises to be centrally funded;
  • End HMRC being a minimum wage employer;
  • Introduce a ‘rate for the job’ for all grades;

Fight for Terms & Conditions

  • Reverse HMRC job cuts: overwork hurts all staff and damages the service we deliver;
  • One HMRC means we all must be treated same. Customer Services Group can’t be second class in HMRC;
  • Train and empower front line managers to be able to make decisions for their staff;
  • End the use of Surge staff for strike breaking;
  • Bring all Facilities Management staff onto HMRC rates of pay, terms and conditions;
  • Support HMRC’s use of AI/machine learning only if it is a step towards employee improvements such as a 4-day working week;
  • Reintroduce Investors In People accreditation at HMRC;
    Grossed-up contributions to home utility bills for all those working from home;

Equal Rights in the Union, Workplace and Society

  • Hold HMRC to account on Black members being more likely to be put through formal processes and less likely to have flexible working applications agreed;
  • Support LGBTQ+ rights: press HMRC to participate in the Stonewall workplace equality index;
  • Ensure managers act on their responsibility to implement workplace adjustments including contractual homeworking;
  • Paid leave and flexibility for carers;
  • All policies to be subject to trade union review and scrutiny to root out unequal practices;
  • Time off to attend union meetings and take part in union activities;

A Strong, Democratic PCS

  • Build the Business Trade Union Side: meeting frequently and including reps from every branch that has staff in that directorate;
  • Ensure regular two-way communication between the GEC and branches;
  • Support branches to recruit more reps with the aim of having a minimum of one rep per 25 members;
  • Create an organising culture that engages our members and builds the confidence to win at local and national levels;

An HMRC that Delivers for the UK

  • Retain an HMRC presence in every existing location;
  • Build the network of Green Reps in PCS across the Group;
  • Statutory rights for Green workplace reps and Trade Union led environmental risk assessments in every workplace;
  • Ensure HMRC retains multiple channels for the public to contact us. Reject digital by default;
  • Deliver Tax Justice: update the real tax gap, close known loopholes, reverse job cuts.
